At present, due to the lack of accurate and effective traffic data collection, real-time traffic situation sensing technology and corresponding equipment and facilities, China's highway management operations are facing certain development bottlenecks. A reliable traffic situation sensing system and accident warning system must be established to improve the networked traffic state perception system, improve the overall road safety operation management level and abnormal and emergency incidents handling efficiency, and effectively prevent and reduce the occurrence of road traffic accidents, so as to speed up the identification of the road to the intelligent transportation process.

As of the end of 2017, China's total road mileage was 4,773,500 kilometers, and the highway mileage was 136,500 kilometers, ranking first in the world. By March 2017, the number of motor vehicles in the country reached 300 million, and by 2020 it is expected to exceed 500 million.
