China has made great achievements in highway construction and it is obvious to all. As of the end of 2017, the expressway mileage was 136,500 kilometers, ranking first in the world. By the end of the 13th and 2020, the planned mileage was 150,000 kilometers. However, behind the huge achievements, there are certain problems. From the perspective of international standards, there are more or less problems in the design, construction and operation and maintenance of highways in China, and a large part is due to historical reasons.

According to relevant statistics, the accident rate, death rate and injury rate of expressways are 7.95 times, 4.20 times and 4.37 times that of ordinary roads, respectively, which are 16 times, 8.4 times and 9.2 times of the average level in Western countries. The existing high-speed mileage is 131,000 and the number of motor vehicles is 300 million. By 2020, it will increase to 150,000 km and 500 million respectively. With the rapid growth of vehicle ownership and expressway mileage, the highway traffic safety situation will change. It is getting more and more serious.

Specific to road maintenance workers and road administration, due to work needs, often go to the accident-prone zone. Therefore, the protection of their personal safety is also very important.

Heyuan Technology has deepened the electromechanical engineering field of expressway for 18 years and has a deep understanding of this issue. Based on its own technical resources, we have developed a project for traffic safety management units, road administration inspection management units, and road maintenance construction units. Then, developed Beidou Road Operation Management System.

The core function of Heyuan Beidou Road Operation Management System is to realize the remote and systematic management of road operation information and vehicles through Beidou (BDS) positioning sensors and GIS maps, real-time tracking of road work vehicles and variable information mark positions. At the same time, it can interact with the road intelligent road condition sensing and information early warning system to promptly remind the passing vehicles to pay attention to driving safety. The system can be divided into three subsystems for different user groups:

◆ Road traffic incident information management system (traffic safety management unit)

◆ Road Administration Information Management System (Road Inspection, Management)

◆ Road maintenance information management system (road maintenance construction work)

In this way, the location information of road operators can be posted to the VMS board in real time, and the vehicles that are passing by the scene, as well as to be notified by SMS and e-mail to ensure the safety of road operators and road management personnel to the utmost extent.
